There are so many ways that we could solve this terrible situation of stray animals that I just can't believe that a city would do this.
Yes, I realize that there are children that need our help. . . .and yes, I realize that there are people who have been out of work, etc., etc.
But my question is. . . .how can Pennsylvania come up with this program but still allow puppy mills to thrive. Where do they think all these "excess" animals are coming from?
